Summary Job Description
Blue Ventures is an award-winning marine-conservation organisation, dedicated to working with local communities to protect threatened marine environments. Since 2003, BV has been working with the fishing communities of the Andavadoaka area, in southern Madagascar, to establish one of the Indian Ocean’s largest Locally Managed Marine Areas (LMMA), Velondriake (meaning “to live with the sea”). With an eye to expanding these efforts to a national network of LMMAs, Blue Ventures joined forces with the Madagascar National Parks service (MNP) in 2009 to begin developing a second LMMA in western Madagascar around the newly established Kirindy-Mite Marine Park, based in Belo-sur-Mer, western Madagascar. To date, activities have focused largely on engaging fishing communities in the management of coastal mangrove forests and related fisheries via short-term spatial-temporal closures of certain fishing grounds. BV is now embarking upon an ambitious project to develop sustainable finance mechanisms for these community-managed mangrove reserves through a pioneering Payment for Ecosystem Services (PES) project.
We are currently seeking a Project Coordinator to lead Blue Ventures’ conservation initiatives in Belo-sur-Mer. The successful candidate will be an energetic, dynamic conservationist who can bring leadership and vision to the Belo-sur-Mer Project. The PC is responsible for overseeing all activities and project administration at the Blue Ventures Belo-sur-Mer field project, working closely with partners at Madagascar National Parks (MNP) and the Worldwide Fund for Nature (WWF) in the implementation of the marine extension to the Kirindy-Mite National Park. Specifically, the Belo-sur-Mer project will be working towards developing a successful Payments for Ecosystem Services (PES) scheme for the sustainable finance of community-based mangrove conservation. Foremost among the PC’s responsibilities are the direct management and support of project field staff, liaising with partner organisations and local/regional authorities, and ensuring that ambitious project objectives are achieved in a timely fashion.
The position is based in the rural fishing village of Belo-sur-Mer (pop. approx. 2,500) with frequent visits to the regional city of Morondava (~ 4 hours travel) for project administration. The Project Coordinator position will present the successful candidate with the opportunity for the practical application of conservation theory and science at a grass-roots level, while also being involved in a diverse range of of on-going fisheries, ecological and socio-economic monitoring related to the LMMA establishment process. The challenges presented by this position will test the successful candidate’s resilience, resourcefulness and leadership skills.
Responsibilities
Project management
• Development and implementation of monthly and biannual work plans in conjunction with project staff and partner organisations
• Supervision and technical support of a team of 10-15 local project staff and research assistants
• Budgeting and financial management of the project
Capacity building
• Technical support and building of key skills and capacity within project team (IT, English language, time-management, species identification)
• Technical support and building of key skills and capacity within community management associations (activity planning, fundraising, accounting, communications, etc)
• Provision of technical support and training to local colleagues from Madagascar National Parks
• Provision of technical and logistical support to local community management associations in development of locally-managed fishing reserves
Project development
• Ongoing development of relations with key stakeholders and local communities
• Development of the objectives and strategic plan of Blue Ventures in Belo-sur-Mer, in conjunction with the Country Director
• Contribution to development of new funding proposals
Communications/Reporting
• Periodic production of activity reports and/or presentations for partner organisations and local/regional authorities
• Contribution to development of research/conservation publications
• Production of news articles and journalistic blogs to document progress in the project
• Regular reporting to Country Director and funders as required

Requirements
• Masters-level degree (or equivalent) in marine/coastal environmental sciences/conservation or related field (or 3+ years of closely related work experience)
• Minimum two years practical experience in community-based conservation and/or environmental education initiatives in a developing country
• Strong working knowledge of Payment for Ecosystem Services (PES) schemes and their practical application
• Proven experience in project management and team leadership
• Proven experience in financial management and budget preparation
• Conversational fluency in French and English (fluency in Malagasy acceptable substitute for French)
• Dynamic, enthusiastic, hard-working and self-motivated
• Willingness to live and work in remote locations with basic amenities
• Experience in scientific report writing and preparation of research papers for publication
